Constitution of the Kingdom of Eleuedla Preamble §1 We, O Lord, having no good without You, we humbly pray for the whole unity of the Eleued nation and for the protection of the newly formed Eleued state. If this be Your divine Will, grant us this. Through Christ, our Lord-Amen. §2 The goals, therefore, of our monarchist and Catholic nation-state are: 1. for the promotion of traditionalism 2. for the promotion of all to the Catholic faith 3. the unification of the Eleued people; and 4. the opposition against the errors and evils of modernism and liberalism §3 Moving away from secular democracy, we believe a separation from the United States of America is necessary until the day where it accepts the Catholic and Apostolic Faith. We assert our independence from the United States, primarily, and from Scotland, as the Kingdom of Eleuedla. Title I Regarding the Nation-State Article I §1 Being the newly formed Kingdom of Eleuedla, the territory are as follows: 1. Curia Ninjoa, as the capital; and 2. the Administrative Region of Sejgon §2 All territories may request the status of state with the approval of the King. All states are required to accept the goals of the Preamble §2, and may leave with the approval of the King and Parliament. Article II §3 The Catholic Faith shall be the official religion of Eleuedla and of all the states. §4 The official languages are Eleued, Latin, Clovisian, and English. Not all languages shall be equal in use. Eleued and English are to be used solely for matters in the Government. Article III §5 The Eleued people are all those born in Eleuedla or naturalised as a citizen and partake in the cultural festivities of Eleued. §6 All citizens of Eleuedla have certain guaranteed rights, which may only be stripped in the case of criminal activities. These rights are: 1. the Right to Life. No life of a person may unlawfully be taken by any other person, whether or not there was permission by the former 2. the Right to Property. All people in Eleuedla may be secure to their ownership of property, which shall not be taken away and not taxed during imprisonment 3. the Right to own weapons. All people may own weapons to protect themselves and their family 4. the Right to peaceful assembly against the Government. The Government may not arrest any person who petitions peacefully to it or assembles against it; and 5. the Right to private worship. The Government may not infringe upon the ability of the people to worship in their own homes and businesses §7 The Government may not add upon the aforementioned list of rights without prayerfully discerning Holy Scripture and the traditions of the Catholic Church. §8 All citizens of Eleuedla also have certain duties to the nation-state and their local community. All men aged eighteen and above are required to serve in the military, if they are mentally and physically well. It is the duty of all citizens to change the government if it commits evil. Title II Regarding Parliament Article IV §9 Legislative power is appointed to Parliament, which is to be separated into two houses: the Chamber of Peers, being the upper house, and the Chamber of Deputies, being the lower house. §10 The responsibilities of Parliament are: 1. to take an oath to the King and to serve God 2. to establish and collect taxes 3. to pay for public debt 4. to set public expenditure 5. to regulate commerce with other nations 6. to create or remove public offices and to pay for their salaries 7. to determine weights and measures used in Eleuedla and to coin a currency and regulate it 8. to promulgate, amend, and suspend legislation, including the proposal of amendments to the constitution 9. to elect a Regent and set their temporary authority 10. to impeach members of Parliament or of the Judiciaries for crimes §11 Each legislature shall last four years and shall open session every three months. The King shall open and close sessions of Parliament. All sessions shall be public. §12 No Peer or Deputy may be arrested except through impeachment. Impeachment of public servants shall be held in a special session of Parliament. All judgement shall be prayerfully discerned and a special election will be held, if punishment is declared. §13 Appointing the King as Dictate shall only be legal during times of crisis and through a supermajority vote in a special session of Parliament. §14 One cannot be a member of both the Chamber of Peers and the Chamber of Deputies at the same time. The King may not appoint a member to the Chamber of Peers when it is not in session. Article V §15 The Chamber of Deputies shall be elected every four years by the people of each state. The number of Deputies shall be proportional to the population of each state. §16 The exclusive responsibilities of the Chamber of Deputies are: 1. the creation of a budget 2. to establish and collect taxes 3. to impeach members of Parliament or other public officials in special sessions of Parliament §17 Other responsibilities residing primarily in the Chamber of Deputies are: 1. the examination of past administrations 2. discussion regarding proposals from the King 3. creation of laws regarding citizenship to the Kingdom §18 Laws regarding the election of public officials shall also be drafted by the Chamber of Deputies. Article VI §19 The Chamber of Peers is composed of Peers who are appointed by the King. There may only be a maximum of three Peers per state. §20 The exclusive responsibilities of the Chamber of Peers are: 1. to be aware of individual crimes of members of the Royal House, members of Parliament, or public officials and to try them in a special session of Parliament 2. to be aware of the responsibilities of Ministers 3. to elect Regents upon the death of the King §21 The Chamber of Peers is responsible for laws regarding the Peerage, along with the King. §22 The eldest Peer is the President of the Chamber of Peers and does not vote, excepting in the case of ties. §23 Any territory granted to a Peer by the King shall not be considered as the property of the Peer but as his jurisdiction. Article VII §24 Both Chambers have the responsibility of creating legislation. §25 The creation of legislation shall be by this process: 1. Proposals to Parliament by the King and by each Chamber shall be compiled into a docket 2. The docket is sent to the Chamber of Deputies for revision and amendment, and for a vote in the Chamber. If approved, it is sent to the Chamber of Peers for the same 3. If the docket is approved in both Chambers, it is sent to the King for final approval §26 Voting in the Chambers shall be a majority vote. Title III Regarding the King and his House Article VIII §27 The responsibilities of the King are: 1. the appointment of Peers to the Chamber of Peers 2. the final approval and enforcement of legislation 3. the opening and closing of sessions of Parliament and the dissolution of the same 4. to appoint or suspend Judges and Diplomats and other public officers 5. to sign Treaties, with the ratification of Parliament, and do diplomacy with other nation-states 6. to declare war 7. to act as the Commander-in-Chief of the military of Eleuedla and the creation of units and divisions in accordance with Article I of the Provisional Act regarding Wartime §28 Only an Eleued-born citizen over the age of sixteen and a Catholic may become King. §29 At the death of the King, his successor shall be his oldest son, or, if there is no valid successor from his line, the People of Eleuedla shall vote for the new Royal House. If the successor does not meet the requirements of §26, or during the election for a new Royal House, Parliament shall vote in a Regent, in accordance with TII.IV.§10.i. §30 The King, in times of difficulty or crisis, may dissolve Parliament and the Courts temporarily. Article IX §31 The Royal House is the support and advisory body to the King. §32 The Royal House is awarded some land within the Kingdom of Eleuedla. §33 The Royal House is awarded no salary by the State. Title IV Regarding the Judges Article X §34 The Judiciary power of the Kingdom of Eleuedla is appointed to the Supreme Court and all lower Courts, which are created by Parliament. Parliament, also, may create legislation regarding how the Judiciary power shall work in specifics. Justice is administered in the name of Almighty God. §35 The jurisdiction of the Judicial power is over all legislation and treaties and over disputes of the Kingdom and of the states. §36 All cases, excluding in the cases of treason or impeachment, shall have jurors. All Eleued people shall be represented by a lawyer, either hired or granted to them. The Kingdom shall be represented by the Public Attorney. Article XI §37 The highest court in Eleuedla shall be the Supreme Court and are the representatives of the Judiciary. Its jurisdiction is over the whole of the country and specifically of cases that are of importance to the whole of the Kingdom. It and the King shall also have jurisdiction over conflicts between states. §38 The Supreme Court interprets national legislation. §39 There shall be Courts of Appeals for second and final instances of dispute. Title V Regarding the States and of the Constitution Article XII §40 The states are the autonomous subdivisions of the Kingdom. The King has the ability to appoint the Peer of their state. They may operate autonomously from the National Government, with their own legislation and governments. §41 The states may form their own subdivisions. §42 The King and National Government promise to protect the states from invasion and threat. §43 Other territories may petition the King to become states and he shall propose the motion into Parliament. The territory in question must submit to the values of the Catholic faith and the goals of the Nation-state. §44 States and territories may combine with other states and territories as long as they inform the King and Parliament in advance of one week. Any Deputies shall be recalled to their respective states. Article XIII §45 This Constitution shall be amendable upon either the full participation of the states in a committee or of a super-majority of both Chambers and the agreement of the King. §46 All public officials must take an oath to serve God and to protect this constitution Ratification Declared on 16:00 of this 50th day of Miss, in the year of Our Lord 2025 and ratified.
