Provisional Act regarding Wartime

Recognising the need for a strong military for the defense of the
State, the State of Clovisia enacts this law for the purposes of
a draft, formation of military units, procedures, etc.

Regarding the Formation of Military Units -
The head of the military of the State of Clovisia has the right
to form units and seperate divisions in the military. All
divisions of the military shall be appointed its leading tgentur.

The hierarchy of command for ground troops will be Field-Marshalm
General, Lieutenant-General, Major-General, Brigadier, Colonel,
Major, Captain, Lieutenant, Minor-Lieutenant, Major-Sergeant,
Sergeant, Corporal, Private-3, Private-2, Private-1.

The hierarchy of command for naval troops will be Fleet-Admiral,
Admiral, Lietenant-Admiral, Minor-Admiral, Commodore, Captain,
Frigate-Captain, Major-Lieutenant, Lieutenant, Minor-Lieutenant,
Ensign, Major-Petty Officer, Petty-Officer, Corporal, Seaman-3,
Seaman-2, Seaman-1.

All ranks higher than Major-Sergeant in the army and Major-Petty
Officer [in the navy] have 2 minor ranks to pass for promotion. 
They are commissioned officers.

This act creates the Clovisian Foreign Legion as an independent
unit in the State Army. All recruits shall be from foreign states
and shall learn and assimilate to Clovisian culture and language.
They are to fight in all wars and consider each other brothers. In
return for their service to the State of Clovisia, they shall be
awarded full citizenship to the State of Clovisia.

Regarding a General Military Draft -
For the safe defense of the State, this act establishes a General
Military Draft for all physically and mentally able men who are
aged eighteen and older. The General Military Draft only takes
effect in wartime. All men aged eighteen and older and who are
not physically and mentally able for this draft may serve in non-
combat roles.

Regarding Procedures and Codes of Honour -
All soldiers and seamen shall resolve to follow the Codes of
Honour of their branch, or of their units. All military personel are
forbidden from killing civilians and Prisoners of War and are
responsible for their safety. As much effor shall be made to the
care of civilians during wartime, as the situation allows. No
soldier or seaman shall leave their brother behind. Codes of Honour
shall be drafted by the men of each division and approved by the
Commander of that division.

A military tribunal shall be formed by the three-highest ranking
soldiers in a group when a soldier breaks [the] Code of [Honour],
this act, or other legislation, or the law of the Church. Its ruling
is to be fairly and faithfully discerned. All rulings shall be
reported to the Field-Marshal or Fleet-Admiral.
